You’re not committing to anything; you’re just looking.
The full, most natural form is Нет, спасибо, я просто смотрю — “No, thank you, I’m just looking.” The teacher in the clip calls it her favourite shopping phrase and acts it out against the approaching assistant, which is exactly how you’d use it in any торговый центр (shopping centre) in Russia.
