What does “déboucher” mean in French?

Boucher is to block or plug something; add dé- and you get déboucher, to unblock it. The same verb uncorks a bottle (déboucher une bouteille), clears a sink (déboucher l’évier) and frees a stopped-up pipe or spring. The related noun is un bouchon, a cork or stopper. One prefix, and plumbing and celebration end up living in the same word.
